He was born on December 10, 1946, to the late Albert Milton Bartley Sr and Jane Catherine Bartley.

A funeral service will be held on Friday, July 22, 2022, at Ammen Family Cremation and Funeral Care 950 Malabar Road Se, Palm Bay, Florida with a viewing from 10:00 am to 12:00 pm followed by a service from 12:00 pm to 1:00 pm. Graveside at 1:30 pm at Fountainhead Memorial Park 7303 Babcock St, Palm Bay.
